Mr. Yao Lifa was send back  to Qianjiang when his mother is in critical condition
(CHRD network integrity report) Hubei grass-root election expert, human rights defender Mr. Yao Lif was abduckted by seven staff from Qianjiang City party committee and government, due to he reported May 26 the local massive protests. He was drove all the way to Zhongxiang, Huji , Jingmen, and other places, which in tend to make Mr. Yao Lifa lost contact with his families. His mother was seriously ill in bed because of Yao Lifa's disappearance, she refused to eat and drink in a critical condition. The wife of Mr. Yao Lifa requires the authority to release Mr Yao according to the law. Under the denounce of righteous people from international and domestic society, Mr Yao was send to home finally on July 1st after  Qianjiang authority sent staff to confirm Mr. Yao Lifa's mother is in critical condition twice.
Up until now, the farce of abducted human rights defender in purpose of prevent defending rights come to an end.

广东顺德多个村庄周日进行村委会换届的相关选举，在投票过程中，不约而同的出现程序受阻以及选举暴力的情况。据村民们反映，因为土地的问题未曾得到解决，有势力在操控选举。
 
顺德希涌村周日举行的村委会成员选举投票，最终数票时发现投票不够半数。与此同时，有村民发现自己的选票被扣，其中村民陈志晃（音）前往追要时被选举委员会成员陈正男（音）殴打，当场打晕送院，经检查是脑震荡。村民吴先生周一告诉本台：
 
吴先生：“昨天选委会工作人员陈正男扣了人家的选票不发放给人，村民陈志晃去问他要自己的选票，头被打了两拳，昏迷送院，说是脑震荡。我们报了警，警方不出面处理。”
 
据悉，希涌目前两批村委候选的成员分别来自此前的土地维权骨干群体以及村民怀疑涉嫌私卖土地的前任村官所支持的人选。村民说：
 
村民：“腐败干部和维权村民在斗，腐败干部想自己的人做，不让别人查帐。村民当然想选到我们的人，为现在还因为土地问题在坐牢的那些人讨回公道。”
 
无独有偶，同属顺德伦教街道的三洲村，周日举行的选举委员会投票也因为票数不足而被迫择日重投，据反映是因为有人在投票日之前两天，以欺骗和收买的手段，拿走了很多选民的选票，一位不愿公开姓名的村民告诉本台：
 
村民：“村民提供了选委会的建议名单，公布出来供选民参考。如果这次表决通过，村民的人当选的话，就会继续查帐。所以以前的贪腐村官和那些有关系的官就要自保，就出钱收买人来做这些挨家挨户买选票和欺骗的事情。”
 
而当地一位民选的现任区人大代表，也是失地农民的维权领袖更在此前不久在家门口被4个人用两把西瓜刀砍了9刀，当事人梁先生周一接受本台采访时说，经过认照片，警察说是买凶杀人，但至今近一个月，仍没有抓到嫌犯：
 
梁先生：“有人买凶杀我，公安之前叫我去认人的照片，他们说那些外地人是专门吃这行饭的。警察还说我身分特殊，区人大非常重视，所以组成专案组，但是直到现在一个多月了，渺无音信，也没说抓到人，也没再联系我了。”　
 
据了解，广东省本届村委会换届选举问题多多，不少村庄的选举程序都一拖再拖，商量了几个月至今未能完成换届。据各地村民反映，主要是因为土地问题未曾解决，一些涉及私卖土地中饱私囊的地方官员干部不希望让村民心目中信任的人当上村委书记，所以用各种手段进行干预。
 
希涌千多亩土地，十多年来陆续被前任村干部私卖，村民自发组织维权，前年有大批带领追讨土地赔偿的维权骨干被捕，萁中11人被判处一到五年不等的刑法，目前还有五人在狱中。而其中判的最重的就是四名05年换届选举通过竞选上任的村委会干部。
 
而民选的村干部一被抓捕，官方就指派了涉嫌私卖土地帐目不清的原村委会回来任职，在新一轮的换届选举中，再度和维权村民进行角力。
 
而三洲的土地维权，在民选人大代表带领下有策略的维权，得到了阶段性的成功，似乎是附近各村庄的典范。不但没有村民被捕，当地的太澳公路涉及的一千多亩地征用价格由原来的四万提到了六万，而且有每年数百万的赔偿补贴，每五年调高一次，加上其他按国家土地政策补偿和优惠，算下来，一亩地的实际买地收益几乎达到十几万元。村民们下一步的目标是，追究贪污，以及要求03年至05年被预征而目前仍没有开发项目的土地，也按国家这种优惠政策补偿。

离京三周，昨晚我从福建父母家回到北京家中，从一个虽受监视但略微宽松的环境回到自由城的家牢里。看守的警察很多，今天早上我看见了软禁监视我的三辆车还有许多便衣。我吃惊地发现，其中两辆车都换了车型和车牌，里面的便衣警察也都换了一批新成员――这对我是个压力，尽管都不是愉快的事情，有时候我宁可和那些已经监视我几年的警员打交道。我心情有些低落，怀着试一试的心态看我的信箱，发现有近百封信件和明信片。
 
我把它们抱回家，小心翼翼地打开每封信和明信片。我看到了岩石、雪山、磨坊、海滩、帆船、鸟儿、教堂、街区、小狗、各色的鲜花、手绘的充满张力的橙色树干和太阳、小朋友们做的圆纸环风铃……美丽多彩的世界，辽阔无私的自然，从来都不会因为人权悲剧的发生和政治上的黑暗而远离我们！我还收到许多祝福与鼓励：“You are not alone and we think of you. Could this flower bring you hope and support”、“我们为胡佳呼吁，祝他早日获释”、“请你多保重自己和孩子”、“The whole world is helping you”、“Don’t worry, freedom is with you”、“Stay hopeful”、“Happiness will always work, even when darkness works”、“Sorrow, sorrow, everywhere, make that sorrow into happy cheers”、“请接受我美好的祝愿，保持勇气”、“Stay in justice, think of freedom, you won’t go wrong, because that’s the way”、“Be strong”、“我们全力支持你”、“Everything to be all right, so stay possive”、“I send bundles of love”……亲爱的国际特赦会员，谢谢你们寄来爱、勇气和祝福。我们不孤单。
 
我还收到我的丈夫胡佳从监狱寄来的信，它给我带来极大的安慰。胡佳在信中提及我去年11月13日出生的女儿谦慈“……到过北京市看守所、一中院（北京市第一中级人民法院）、潮白监狱，这么年幼就已经‘见多识广’。等她长大……她可能困惑在过去的时代为什么会发生这样的事情，就像我们难以理解从1957到1978年，为什么我们民族曾经陷于的自虐和浩劫。但那时的小宝就像现在的我们一样，至少明白社会是在不断进步的，而社会进步中总会有悲剧、冲突、矛盾发生，需要有觉醒的公民付出代价。我相信等到属于小宝的年代，刑法第105条第二款早已被废止，公民能充分地自由地表达意见，批评政府、监督政府。在我们的社会中，没有什么比政府更需被监督，没有什么比权力更需被制约……”我想把胡佳的这段话，送给写信来的小朋友。

     (CHRD network volunteers mantra reports) China Hubei grass-root election expert, Human Rights Defender Mr. Yao Lifa, on the 26th of this month, because of watching peasants' protest lead by police violence in Qianjiang City, was abducted by seven staff from local municipal party committee. He was taken away all the way from Gaoshibei town to Zhongxiang City, then to Hu Jizhen. On 28th evening, Mr. Yao Lifa find his last chance to contact the outside, was only able to say a unfinished sentence: "I an now be sent to Jing ----" His message is interrupted, and nobody is no longer able to contact him for the past two days. Whether Mr. Yao Lifa is at Jingzhou or Jingmen to make his final call is unable to verify. 

     When Mr. Yao Lifa was abducted, his mother was sick in bed, need Mr Yao's help of transfusion. On 26th after Yao suddenly absent from helping the transfusion, his mother feel something bad happened, refuse to take food from then on. She is in a critical condition and could only whisper the name of Yao Lifa. Mr. Yao Lifa's wife is so anxious that she calls for the awareness of the international and domestic world on Mr. Yao Lifa's safety, and urge the authorities in Qianjiang release Yao immediately to home and let him meet with his mother, from all indications which may be the last time to meet, base on fundamental humanitarian . If Yao Lifa can't be sent home as soon as possible, he may even miss the last chance to see his mother.

    （维权网义工真言报道）中国湖北基层选举专家、维权人士姚立法先生，在本月26日，因前往潜江市政府前，了解因警察暴力而引起的民众抗议事件，遭到当地市委市政府七名工作人员绑架，被一路从潜江的高石碑镇送到钟祥市，又送到胡集镇。至28日傍晚，姚立法先生最后寻机跟外界联系时，只说了半句话：“我现在被送到荆�D�D�D�D”就中断了，并且至今过去两天了，再也没法联系上他。究竟姚立法先生当时通话是在荆州还是在荆门，目前无法查证。
 
    姚立法先生被绑架前母亲已经生病在床，每天需要姚立法前去帮助输液，由于26号后姚立法突然不再前去给老人输液，老人感到事情不妙，已经多日不进食物，目前奄奄一息，只能嘴上呻吟着姚立法的名字。姚立法先生夫人万分焦急，恳请国际国内良知人士关注姚立法先生安危，也恳请潜江当局从基本人道主义出发，立刻送姚立法回家，让他与自己母亲见面，从种种迹象，这可能是老人的最后一面了。若不尽快送姚立法回家，那就可能连最后一面都见不到了。

    姚立法先生被绑架前母亲已经生病在床，每天需要姚立法前去帮助输液，由于26号后姚立法突然不再前去给老人输液，老人感到事情不妙，已经多日不进食物，目前奄奄一息，只能嘴上呻吟着姚立法的名字。姚立法先生夫人万分焦急，恳请国际国内良知人士关注姚立法先生安危，也恳请潜江当局从基本人道主义出发，立刻送姚立法回家，让他与自己母亲见面，从种种迹象，这可能是老人的最后一面了。若不尽快送姚立法回家，那就可能连最后一面都见不到了。

昨天（21日）深夜11点，湖南省衡阳市衡东县霞流镇杨柳村第七届村委会换届选举计票结 果是，两位村主任候选人和三位村委员候选人无一位当选。中共霞流镇党委领导的非法选 举的目的落空。
昨天上午9时，中共霞流镇党委副书记谭作仁带领的24位镇干部和6位公安警察，在杨柳村 小学开会。杨柳村参加会议的人员是该村村民选举委员会的7位成员和13位村民小组的组 长。
会议的内容是做选举前的安排。会议室外200多位关心选举的农民在围观。
会议进行中，村民段小春突然冲进会议室，质问谭作仁副书记，你们口口声声说，选举要 公平公正公开，你们凭什么在5月 30日提名候选人时，不准把投完票后的票箱由选举委员会打封条？凭什么把投完票后的票 箱放到警车里，而不准选举委员会的人接近票箱？凭什么要把票箱运到离村十多里外的镇 政府去唱票？
段小春越说越激动，而谭作仁无言回答。段顺手把两个木制的票箱砸乱。
警察当即把段控制，会议中断。
中共霞流镇党委书记周叶华、镇长周黎立刻赶到村小学。会议继续进行，选举委员会成员 段吉家、赵冬莲等人，在会上坚决反对用13个流动票箱到各家各户去搞选举、反对把票箱 运到政府去唱票、反对把票箱运到镇里去时票箱不打封条不由选委会成员押送。
谭作仁副书记只同意把原计划用13个流动票箱改为用6个流动票箱，其它的一概不同意。
到了下午一点钟，选举开始进行。
6个流动票箱，全由镇里来的人控制。发选票、端票箱的事全是镇干部们做。
杨柳村此次选举的一大特点是，每一个流动票箱都跟着2、30人。这些人是选票上7位候选 人以及未上选票的3位自荐候选人段荣清、段怀家、赵冬莲请来的。
为什么要请人跟随流动票箱呢？因为除赵冬莲外，竟选者都向选民送了烟。
选举的前一天（20日）晚上，正式候选人中有5人各自是向每一张票送一包烟，有两人各 自是向每一户送一包烟，自荐候选人两人联合送出900包香烟。
烟送出去了，得了烟的人投不投送烟者的票当然是送烟者和其支持者关心的事。故"监督" 投票的人特别多。
下午6点钟，投票结束。
警车、镇干部乘的车子要把票箱运到镇上去时，段小春等50多人把警车拦住。
段小春讲，警察控制我大半天，剥夺我的选举权，凭什么？第二，镇书记讲，不准选举委 员会成员、候选人和候选人请的人跟随流动票箱没管用，我要他解释清楚！
此时，选委会的赵冬莲等人也提出，票箱要打封条，选委会要派人押票箱，但派出所长刘 怀清坚决不同意。
僵持一个多小时后，警车才离村。
杨柳村的选举是从5月15日开始的，一个多月中，每一个大的选举环节都是违法进行的。 每一个环节都是由中共霞流镇党委领导和主持的。
比如6月18日，镇干部陈新民等二人在杨柳村主持召开有选委会和候选人参加的会议。
会上，赵冬莲等人坚决反对用13个流动票箱到各家各户去投票、坚决反对不准选委会的人 跟随票箱、坚决反对到镇政府去唱票、坚决反对选票上只盖镇政府的章而不准选委会盖章 、坚决反对投完票后票箱不打封条、坚决反对得34张提名票的人成候选人、而得451张提 名票的人不能上选票，这些合法的反对，都被陈新民拒绝。
会后，赵冬莲给衡东县人大常委会主任赵良成、中共衡东县委书记李慧星、中共霞流镇党 委书记周叶华打电话，控告中共霞流镇党委领导的杨柳村的选举是非法的！赵良成、李慧 星、周叶华三人都对赵冬莲讲，杨柳村的选举与国家的法律和市里、县里的文件精神相符 ，是合法的！周叶华还对赵讲，你赵冬莲选上了，我们也有权宣布选举无效！
姚立法认为，杨柳村的选举很典型，充分暴露出人大常委 会失职、中共基层党委凌驾于国家法律之上和国家相关法律不保护农民选举权问题十分严 重，直接造成社会不稳定，阻碍社会发展，应引起全社会高度关注。

Two days ago, I saw Mr. Yao Lifa was threatened by unidentified persons on the Internet. Stranger warned him: "I heard that you published many articles abroad. Smeared our Qianjiang in Hubei. No matter whether you have really published, from now on you must not write these articles any more. Otherwise we wouldn't be so polite to you." Read article like this, I don't take it serious, because I think the Qianjiang authority  is not so stupid that they should publicly against what the central Government strongly advocated "establishment a harmonious society" slogan, publicly confront the international human rights law, when Olympic Game is coming. The truth is, Qianjiang authority is that kind of stupid, kidnapped Yao Lifa today to Zhongxiang City, Hubei Province.

Mr. Yao Lifa is a well-known grass-root election expert and human rights defender in Hubei. Last year the police ofBeijing and Hubei  kidnapped Mr Yao and forced him to go home when he is going to attend a conference in  Switzerland, in the purpose of prevent him from attending the Conference. This year, he  was kidnapped again because of his struggle for civil disadvantage groups. Is this a symbol of a harmonious society, or a symbol of mafia government? 

I Strongly oppose the kidnapping of Hubei and called on freedom of Mr. Yao Lifa, release Mr. Yao Lifa as soon as possible, do not do stupid things any more!

(Chinese Human Rights Defenders, June 26, 2008) �C Yao Lifa (姚立法), an activist promoting local democratic elections in Hubei Province, disappeared on the afternoon of June 26. It is feared that Yao has been detained by Hubei police.

At noon on June 26, Yao was at a demonstration against police brutality outside of the Qingjiang City government building in Hubei Province. The demonstrators were angry that relatives of a murdered student were beaten for seeking an explanation for the killing, which took place at the gate of the school the student attended.

According to Yao's family, while at the demonstration, Yao was first surrounded by the school's cadres and those who had been monitoring him. Later, around 2 p.m., local police and National Security police from the Qingjiang Public Security Bureau (PSB) arrived. At 7 p.m., Yao called his family and told them that he had been abducted and brought to Gaoshibei Township, 50 kilometers from Qingjiang City. At 11 p.m., Yao called again and said he was at Zhongxiang Township, about 100 km from Qingjiang City. It is unclear why Yao was taken to those destinations and where he is currently being held.  

Yao, 49, from Qingjiang City in Hubei Province, is a primary school teacher by profession. He started running for elections in 1987 and was an elected representative to the People's Congress of Qingjiang City from 1999 to 2004. In 2006, he published a book, I Accuse: the Road to Politics by a Member of the People's Congress, exposing the persecution of many independent candidates running for election to local People's Congresses. The book was banned. Yao has been intimidated, harassed and summoned by the police for again running as an independent candidate in 2006. Most recently, in September 2007, Yao lead a large number of teachers in demanding the administrative removal (行政罢免) of Yu Zhengsheng (俞正声), a member of the CCP Politburo and the Party Secretary of Hubei Province. Because of his leadership, Yao was secretly detained for a month at Qianjiang City Xiongkou Farmers Liaison Office in October 2007.

Activist Promoting Grassroots Democracy Disappears, Feared Detained by Police

     June 27 at 4:05, Mr. Yao Lifa sent a messages: "I am under custody at Huji Town which is 250 kilometers away from Qianjiang City, by seven people recruit by Qianjiang party committee. Places change constantly. My phone is going to running out of power. "Also known that Mr. Yao Lifa only wear a summer shirt when was kidnapped , no other changes, nor chances to buy clothes. 
     
     Mr. Yao Lifa's mother found Mr. Yao did not go to see her the past two days, help her infusion, already know things have changed, she refuse to eat and drink, in critical condition. She may pass away in few days. She whispers Yao's name, eagerly looking forward to seeing his son.
